China has no leadership role in the Middle East to prepare

Because the United States seems to have decided to abandon the leadership, China will fill the Middle East, or will appear blank do? Obama recently called on China to play in the peace talks “positive role” for the problem is undoubtedly fueled. Iran’s new president said it would soon visit China, so that the role of the Middle East about Beijing’s suspicions intensified. But China has a leadership role in the Middle East to prepare? The answer is still “no.”
Indeed, over the past 30 years China’s image in the region has increased substantially. “Going out” strategy to force Beijing to develop a positive foreign policy. In the Middle East, this strategy obviously. Last year, China has become the region’s largest trading partner. Within the past two years, and actively create “blue water” the strength of the Chinese navy, on the Gulf of Oman to the Gulf of Aden from several countries for a visit. China has also strengthened its position as the region’s major arms supplier status. Last year, China sold in six countries in the region $ 1 billion of weapons. Perhaps more importantly, the People’s Liberation Army Navy and Air Force are working with, including two NATO member Turkey, Iran and even the establishment of military relations, held joint military exercises and exchange information.
Over the past few decades, China’s understanding of the Middle East has increased significantly. 1970 China only 120 people would say Persian, Arabic only a handful will be dozens of people. Today, tens of thousands of Chinese people have mastered the Middle East languages. China set up a series of studies of Middle East politics, history and culture of the body. Many Chinese people have worked in the Middle East, more Chinese tourists are another.
However, talk about China’s leadership in the region may still be premature. Understanding of China’s foreign policy, we should remember one word: caution. In China, the outside world is often regarded as a source of danger. History of this country has been oppressed alien invaders. In addition, China had owned “continental” economic system that can produce their own or almost all of the items needed, thus avoiding the dependence of foreign trade. Even if it was international trade channel Silk Road to China as a whole has never played a vital role in the economy.
The precautionary principle governs the two kinds of conduct. One can not rely on any foreign energy and raw material resources. This is China’s oil and gas resources to invest heavily in developing its own reasons. The second is not involved in any internal or regional conflicts around. In the Middle East, China and the United Arab Emirates refused to be involved in Iran’s Strait of Hormuz islands dispute. In Syria, China is trying two bets.
Beijing deal with Iran’s approach in particular illustrate the problem. China to the United Nations vote in favor of all the resolutions of sanctions against Iran, but claims to have reduced U.S. demand through punitive measures, Iraq can still get a good impression. Americans for the Chinese did not veto and happy. Beijing acquiesced to ignore some state-owned enterprises sanctions would make Iranians happy. But overall, the Chinese seem eager to reduce the relationship between Iraq and the risk of oil imports from Iran increased from 16 per cent in 2009 to 6% in 2012. China has been widely reported nuclear power plant construction projects in Iraq has also been shelved. Despite the currency devaluation on Iran over the past two years, the Iraqi trade has shrunk nearly 30%.
Now, Beijing is still reluctant to join any party in the Middle East, even if occasionally a foot come in and took a few steps, but still satisfied with the bystanders do outsiders. (Author Emile Tahe Li, Wang Huicong translation)
